Ontario’s gambling regulator has fined Relax Gaming Limited and Arrise Solutions Limited after finding that their casino games were available through unlicensed gambling sites accessible to players in the province.
The Alcohol and Gaming Commission of Ontario issued penalties of CA$40,000 to each company. According to the report, the AGCO investigation found that games from both suppliers appeared on unregulated platforms, even though the companies are authorized to provide casino content to Ontario’s regulated iGaming market.
The case is important because Ontario’s regulated market is built around licensed operators, player protection rules, and oversight of game fairness, withdrawals, and complaint handling. Unlicensed sites do not follow the same framework, which can leave players with fewer protections if something goes wrong.
AGCO CEO and Registrar Dr. Karin Schnarr said Ontario’s market is based on clear rules that protect players and hold companies accountable. The regulator also linked unregulated gambling access to broader risks, including weaker safeguards, dispute problems, money laundering concerns, and match-fixing exposure.
Relax Gaming and Arrise Solutions reportedly cooperated with the regulator after being notified of the breach and took steps to block their games from unregulated sites. Still, the AGCO said the failure to control where the games appeared was enough to trigger enforcement action.
For players, the message is simple: a familiar game provider does not automatically mean a site is licensed. Ontario users should check whether a platform is properly regulated before depositing money or claiming bonuses.
For suppliers and operators, the fines are another warning that Ontario expects tighter control across the full gambling supply chain, not just at the casino brand level.
